On April 13, the “2025 Overseas PhD Delegation in Pengcheng” visited the Shenzhen International Talent Entrepreneurship Park, a Haizhi Workstation under the Shenzhen Association for Science and Technology. Focusing on innovation and entrepreneurship among overseas returnees in Shenzhen, the event attracted more than 80 PhD holders from 16 countries and regions around the world. Participants came from 39 prestigious universities, including Yale, Oxford, Cambridge, Imperial College London, and the University of Hong Kong, covering cutting-edge fields such as artificial intelligence, biomedicine, and new energy.
A representative of the park introduced the comprehensive support services provided to entrepreneurs, including financial aid, subsidies, workspace, and resource matching. Company representatives within the park shared their experiences of settling in Shenzhen after graduation, collaborating with universities, and starting businesses in the park, from the perspectives of entrepreneurship, talent integration, and project matchmaking. The event also featured a special policy briefing by the Talent Division of the Shenzhen Municipal Human Resources and Social Security Bureau, who explained the latest talent attraction and startup support policies—offering a comprehensive development outlook for overseas returnees. In the following breakout session, PhD participants engaged in one-on-one discussions with founders of local enterprises aligned with their research backgrounds.
The Shenzhen International Talent Entrepreneurship Park is recognized as a “Joint Provincial-Ministerial Entrepreneurship Park for Overseas Students,” a “New Overseas Chinese Innovation and Entrepreneurship Base” by the All-China Federation of Returned Overseas Chinese, and a Haizhi Workstation of the Shenzhen Association for Science and Technology. Over the past 25 years, the park has aligned itself with Shenzhen’s strategic focus on technological innovation, attracting overseas returnees to develop careers and start businesses locally. It has actively introduced high-level international talent and cutting-edge technologies to foster a distinctive incubation ecosystem for sci-tech enterprises.
Through activities such as park presentations, policy briefings, entrepreneurial experience sharing, and talent attraction discussions, this event provided PhD participants with a thorough understanding of the unique advantages and support mechanisms offered by Shenzhen, Nanshan District, and the Talent Entrepreneurship Park. It also laid a solid foundation for the park’s ongoing efforts in global talent recruitment and innovation-driven development.
The Haizhi Work Base (Shenzhen), initiated by the China Association for Science and Technology and operated by the Shenzhen Association for Science and Technology, is a specialized service platform dedicated to introducing and supporting outstanding talent and innovative projects from home and abroad. It actively promotes collaboration with domestic and international organizations, facilitating the transformation of scientific achievements and industrial connections. Since 2017, the Shenzhen Association for Science and Technology has established Haizhi Workstations in tech companies, industrial parks, incubators, non-profits, universities, and research institutions across the city. Gathering the strength of the "Haizhi SHEN Action," these efforts accelerate the integration of overseas talent and projects, contributing to Shenzhen’s rise as a global science and technology innovation center.
